Note: Leave rules vary by funding agency. All leaves must be approved by your Guide and the Institute. Foreign visits require prior approval from the Director.

Leave Rules by Funding Agency

1) CSIR

  • Leave with stipend not exceeding 30 days for each completed year of tenure may be allowed by the Guide.
  • This will be treated as part of the Fellow's tenure.
  • The leave due can be carried over to the next year. However, not more than 90 days' leave can be accumulated at any time during the tenure. Of this not more than 30 days can be availed in a calendar year with stipend and beyond that any leave will be treated as “Leave without Stipend”.
  • Sanction of leave without stipend may be considered by CSIR under special circumstances
  • Leave to visit abroad for attending conferences/seminars etc. should be intimated and approved in advance by CSIR. The entire duration of such foreign visits if funded by any national/international agency, whether partially or fully, would be treated as leave without stipend.

2) DBT

Follow institute rules or CSIR rules.

3) UGC

Fellows are entitled for a maximum period of 30 days of leave in a year in addition to public holidays.

4) ICMR

  • ICMR-JRF/SRF are only eligible to avail casual leaves i.e. eight (08) Casual leaves as per ICMR rules.
  • Sanction of leave without stipend can be considered by ICMR under special circumstances. Leave without fellowship can be granted up to one month in a year.

Maternity & Paternity Leave

ICMR

  • Leave with stipend equivalent to Maternity leave will be admissible to female Fellows
  • The fellowship amount for leave period will be paid after the Fellow resumes duty and submits a medical certificate in support of actual confinement. It is expected that the Fellow will make up the deficiency during the remaining tenure.

UGC & CSIR

  • Candidates are eligible for maternity/ Paternity leave as per Govt. of India norms issued from time to time at full rates of fellowship once during the tenure of their award.
  • Women Fellows with less than two surviving children are entitled to full stipend plus HRA, during the period of absence180 days on grounds of maternity.
  • Such leave shall be sanctioned by the Guide under intimation to funding agency
  • The Fellowship amount for leave period will be paid after the fellow resumes duty and submits a medical certificate in support of actual confinement. It is expected that the Fellow will make up for the research work during the remaining tenure.
  • Male Fellows with less than two surviving children are entitled for 15 days paternity leave during confinement of his wife on submission of relevant documentary proof.

Academic Leave

  • A Research Fellow on the recommendation of Guide, and provided that his/her University/ Institute has no objection, may be permitted to take up temporary paid lectureship/research job in a recognized R&D Institution/University, College/Institute of repute/Recognized R & D Institution/ PDF studies in India & abroad for a period not exceeding one year during the entire tenure of the Fellowship (JRF & SRF together).
  • The Research Fellow will not be entitled to any extension of the JRF fellowship for such periods. The Fellow will not be entitled to any stipend and contingency grant during such leave. Such leave period will be counted in the tenure.
  • Such leave can be taken only after joining and working as JRF at least for one year. Fellow has to report for duty at the same place from where he proceeded on leave.
  • The due submission of Annual Progress Reports and other documents as required should be submitted as per the fellowship agency guidelines on time.

AcSIR Leave Rules

As per the AcSIR Handbook:

  • Leave may be sanctioned by the Guide and approved by competent authority of the institute as per institutional/funding agency guidelines
  • Permission for attending national/international conferences or availing international fellowships has also to be sought from the Director the institute, where the student is enrolled and/or from the funding agency, as per the institutional/funding agency guidelines based on which AcSIR-HQ would issue the no-objection certificate, if required by the student.

Academic Break

  • The Academic Break is admissible only once during the student’s PhD program and for a maximum duration of two years.
  • It can be availed only after the successful completion of the PhD Comprehensive Examination.
  • The period spent on Academic Break by the PhD student will be counted towards computing the total residency period of a student in the Ph.D program
  • The request of availing the academic break by the student will only be considered by AcSIR-HQ, if s/he has no outstanding tuition fee dues.
  • The semester tuition fee payable by the student during his/her academic break would be the same as applicable to him/her during regular semesters of study, which is to be paid during the entire period of the student’s academic break.
  • The student cannot pursue any academic activity related to his/her academic program at AcSIR during the period of the approved academic break, such as, attending course-work, conduct of DAC meetings or appearing for any AcSIR examination, PTOC, etc.
  • The student’s request for the Academic Break recommended by the Supervisor and endorsed by the Director of the institute of his/her enrollment, should be forwarded by the AcSIR Institute Coordinator to the AcSIR-HQ at least 1 month prior to the date from which the academic break is requested. No post-facto approval of the academic break would normally be considered at AcSIR-HQ.
